Exciting News: Community Wealth Building (Scotland) Bill Passed – A Key Focus for BCA Moving Forward

18/02/2026
National

The Scottish Parliament has passed the Community Wealth Building (Scotland) Bill on 10th February 2026, marking a world-first legislative step to promote inclusive economic growth by keeping wealth local. This achievement followed its introduction in March 2025 and Stage 3 approval with unanimous support.

Key Provisions

The Bill requires local authorities to form partnerships with public bodies like health boards and enterprise agencies to create Community Wealth Building (CWB) Action Plans within three years. These plans focus on five pillars:

  • local spending via procurement
  • fair work and local jobs
  • community access to land/property
  • inclusive ownership, like social enterprises, and
  • local finance flows.

Implications for Third Sector

For organisations like yours, this opens doors to greater involvement in CWB partnerships, boosting access to public procurement contracts that prioritise social value, fair work, and local supply chains. It strengthens opportunities for social enterprises, community-led projects, and funding streams through collaborative action plans, enhancing resilience and impact in rural Borders communities. Borders Community Action, as a Third Sector Interface, is well-placed to facilitate these partnerships and support members in scaling community wealth initiatives.

Our Commitment

At BCA, we will place a strong focus on Community Wealth Building in our conversations, strategic work, and support services moving forward. This includes dedicated workshops, guidance resources, and advocacy to help you leverage these opportunities.

The focus of work continues to be resourcing the third sector as a key partner, delivering essential services and activities in the region and we are working with partners on the role of the third sector in the Community Wellbeing Strategies moving forward.
